Every list like this tells you what a tool does. Almost none tell you what happens when you try to use it for free. So we set one rule: a tool appears here only if we can state what the free tier gives you, where it stops, and what the upgrade costs.

We name it because it is the one tool in this group whose free limit we verified and whose paid entry point is still under $10 — $8.74 a month billed annually, for 300,000 characters. Much of this category either hides its pricing until after you sign up or starts north of $100 a month, which makes a published $8.74 unusually honest.

Adobe Firefly is the better tool for photographic and commercial work, but its free web allowance is 25 generative credits a month and the standalone plan is $9.99, so it belongs in a different sentence than this one.

Adobe Podcast states its free tier in a way we could check line by line: 30-minute files, one hour of processing a day, two Studio projects a day. The catch is specific and worth knowing before you start rather than after: MP4 and MOV files are Premium-only, so if your source material is video rather than audio, the free tier does not apply to you at all. That is a real disqualifier for a lot of people, and it is the sort of thing a list of fifty tools never has room to mention. Premium is $9.99 a month.

Be clear about where it stops, because the tiers are easy to misread — Plus at $10 per user unlocks team blocks but not AI; full Notion AI needs Business at $20 per user per month. This is also the single pick on this page taken from documented pricing rather than a dated re-check, and we mark it as such in the table rather than quietly rounding it up to verified.

Flashcard creation, the full user-contributed set library, and the Learn and Match modes are all free, which covers what most students actually do all term. The gate is on the advanced AI study modes and offline access, which sit behind Quizlet Plus. We chose it over the newer AI study tools for an unglamorous reason: its free tier has stayed put long enough that building a semester's revision on it is not a risk, and several of the newer tools in this category have already moved their limits since we started recording them.

Why this list is shorter than the others
Search “best AI tools” and the pages that come back offer 20, 50, 100, 150 tools. We read the ones ranking above us. One publishes a rating out of ten for every tool and no explanation of where the number comes from. Another lists fifty tools with no stated method at all.
Neither is dishonest, exactly. They are answering an easier question. Listing a tool costs a sentence; establishing what its free tier actually gives you costs a visit to a pricing page, and a page of 150 tools is a page where nobody made 150 of those visits.
So the length of this page is the finding. We hold 798 listings. 165 of them have enough published pricing to fill three columns honestly. That is the real state of pricing transparency in AI tooling, and no amount of writing changes it.

The “not actually free” group is the one we are least comfortable with, because those were our own listings. We published that audit in full. And the 9 tools we would earn a commission on are removed by the build rather than disclosed and kept — a label at the bottom of a page is a weaker promise than simply having nothing to declare.
How we chose
The rule for getting listed
Mechanical, and applied by the build rather than by hand: a tool must have a documented free tier that does not negate itself, a published upgrade price, and a job to sit under. Tools flagged in our own free-tier audit as not genuinely free are removed. So are research previews and model weights — excellent technology, but you cannot open them and get on with the work.
At most two products per company, so a single well-documented vendor cannot fill a section.
The part a person did
The pick in each section is an editorial judgement, written and signed, with the reasoning printed beside it. Nothing on this page is scored out of ten. Our corpus carries an internal rating, but 194 of our listings share the value 4.2 — it records how we catalogued a tool, not how good it is, and dressing that up as a ranking would be the exact failure this page is arguing against.
Runners-up are therefore ordered, not ranked: verified first, then unconditional free tiers, then alphabetically.
What “verified” means here
A ✓ Verified row means the free tier was read from the vendor's own published pricing and condensed to a quota and a catch, with a re-check date of July 2026. 18 rows are marked Documented instead: the facts come from the vendor's published pricing, but they are not part of that dated re-check. We show the difference rather than rounding it up.
What this is not
This is desk research, not a lab test. We did not create an account on every tool here and burn through the quotas to confirm the published limits hold in practice. Where a vendor publishes nothing, we record that instead of guessing — which is why several rows read “Price on request” rather than carrying a number we would have had to invent.
Free tiers move. Some of this will be wrong within months, which is why every claim on this page carries a date.
Common questions
Why does this list have fewer tools than every other 'best AI tools' page?
Because we delete what we cannot substantiate. To appear here a tool must let us state three things: what the free tier gives you, where it stops, and what the upgrade costs. Of 798 listings, 165 could clear that bar and 633 could not — and we publish the breakdown of why. From the ones that qualified we show the 56 that answer these 7 jobs. Lists of 150 tools are not more thorough; they are lists where nobody checked the third column.
How do you decide which tool is 'the best' for a job?
A named editor decides, in public, with the reasoning printed next to the pick. We deliberately do not score tools out of 10. Our corpus does carry an internal rating, but it is not trustworthy enough to rank on — 194 of our listings sit at exactly 4.2 — and inventing a decimal to justify a choice is the thing that makes most of these pages worthless. Within each section the runners-up are ordered verified-first, then unconditional free tiers, then alphabetically. That is a stated order, not a ranking.
Are these AI tools free?
Every tool on this page has a real free tier — that is part of the entry requirement. What differs is where each one stops. The "Where it stops" column names the catch when there is one: a daily cap, a watermark, a feature behind a paid plan. If you only want tools that cost nothing at all, our free AI tools directory is the better page — it lists every verified free tier rather than one pick per job.
What was excluded, and why?
Four groups. Tools with no published free tier (481). Tools where no upgrade price is published anywhere, so the third column would be blank (44). Tools our own audit found were not actually free despite being listed that way (14). And research previews, raw model weights and anything requiring your own GPU — good technology, but not something you can open and use (29).
How current is this?
Free tiers were re-checked in July 2026; the picks were decided in August 2026. Both dates are printed rather than implied because a pricing claim without a date is worthless — free tiers move, and several on this page will be wrong within months. When one changes, the row changes and the date moves with it.
